Package DBMS_STREAMS_XML_LCR_UTL is invalid after upgrade from 9.2.0.5 to 10.1.0.3.

A manual compilation of the package fails with errors:

PLS-302: component 'CONFIGXSD_90205' must be declared
PLS-320: the declaration of the type of this expression is incomplete or malformed
