Connection To / As Sysdba and Shutdown Immediate Hang

Symptoms
sqlplus "/ as sysdba" or sql> connect / as sysdba hang
shutdown immediate also hangs
The hanging scenario only occurs when there are other sessions/processes showing in ps -ef | grep <SID> and when the database is not open
No background processes have been started
No changes are made to the databases or server
Once the extra processes are killed, the hung session for connect or shutdown becomes available
