Mobile client 10G R2 for Windows CE install fails with error code: HTTP/1.1 unauthorized:WIN32:401 (Doc ID 330687.1)

Symptoms

The Mobile client 10G R2 for Windows CE installation fails with the Error:
username/password invalid
error code: HTTP/1.1 unauthorized:WIN32:401
1. Launch a Windows CE client setup.exe.
2. On the Logon to Server screen, enter the username and password
and click OK.
3. When register to the device manager, there is error as following:
refused to access
username/password invalid
error code: HTTP/1.1 unauthorized:WIN32:401

The Mobile Device does not have any Device register.
