High Level Qualifier (HLQ) are not being created when running OUI on USS

When running the oracle universal installer (configuration part) on USS, the HQL was being ignored.
The problem occured when installing the configuration part of Oracle 10g thru silent install and didn't occur in the installation module part.
Business Impact: Cannot continue with the installation because configuration DSNs are needed.
Error: Cannot create HLQ, the installer is defaulting to ORACLE.V1010.*
The error below is being displayed on the screen but not in the installation log:
