This problem can occur on any platform.
Symptoms
DDL statements times out with ORA-54 , if the statement cannot obtain all required locks even if the parameter dDL_WAIT_FOR_LOCKS is set to TRUE .
Split partition fails with ora-54 if there any DML changes on the table.
Changes
DDL_WAIT_FOR_LOCKS is set to TRUE.
