ORA-12560 Error when Connecting to SQLPLUS as ROOT (Doc ID 339509.1)

Symptoms

As root user id when trying to connect to a database using bequeath protocol, get TNS-12560 protocol adapter error.  This error is received even though connecting as a regular user and not as sysdba.  Other users are not experiencing the error.

ORACLE_SID, ORACLE_HOME are all set properly

Cannot connect locally
sqlplus <username>/<password>

ORA-12560: TNS:proto adapter error
