This problem can occur on any platform.
All sysdba connections which omit the Net service names.
Symptoms
Attempting to connect locally or via bequeath using the following:
sqlplus "/ as sysdba"
This yields an error:
ORA-12514:TNS:listener does not currently know of service requested in connect descriptor
The database is running. This is a local or bequeath connection so we do not expect the listener is
handling this connection and yet it's throwing a listener error.
