WINDOWS: TNS-12535 Unable To Connect To Remote Database Using Specific Applications. (Doc ID 341216.1)

The following error message occurs trying to connect to a remote database using Sqlplus (Both command-line and GUI), JDeveloper 9 and 10, and third party products such as Toad from Quest Software.  However, you can connect to the remote instance using Enterprise Manager (EM) from the same Windows XP workstation.


ORA/TNS-12535: TNS:operation timed out


      TNSPING command fails with the TNS-12535 error:

Used TNSNAMES adapter to resolve the alias
TNS-12535: TNS:operation timed out

Verified the issue by the trace file Oracle Net Client trace file, 'cli_3672_1.trc' which
displays the following error stack while trying to connect to the the address descriptor:
