Symptoms
This problem is characterized by the error 'ORA-06502: PL/SQL: numeric or value error: character string buffer too small' error when running DBMS_STREAMS_ADM.REMOVE_STREAMS_CONFIGURATION on a 10.1 or a 10.2 instance:
SQL> exec dbms_streams_adm.remove_streams_configuration;
ERROR at line 1:
ORA-06502 : PL/SQL: numeric or value error: character string buffer too small
