Unable To Manage Oracle Names Via Net Manager Following Upgarde To 9.2.0.6

Symptoms

After applying the Oracle9i R2 (9.2.0.6) PatchSet customer is unable to manage the Oracle Names Server using Net Manager (Netmgr) from the patched system.

The Oracle Names Service starts fine and customer is able to resolve existing Net Service Names via the ONAMES. However, customer is no longer able to do manage the Oracle Names Server using the Oracle9i Net Manager.

When trying to query a Net Service Name stored in the Oracle Names Server, via Net Manager the following error is returned:

NNC-00406: name "dbname" does not exist"

This error is reported even though the dbname is a valid Net Service Name stored in the Oracle Name Server.

Also, when customer tries to add a new Net Service Names, the same error is returned:

   NNC-00406: name "dbname" does not exist" warning 17 message.
