Symptoms

Working with time / timestamps / timezones, loading XML fails with the following error stack: 

ORA-30992: error occurred at Xpath /foobar/sometime
ORA-01830: date format  picture ends before converting entire input string
ORA-06512: at "SYS.XMLTYPE", line 183
ORA-06512: at line 16
