At bootup time, RAC Systems on Windows may experience delays in starting of cluster-related services. This delay may manifest in a hang of the service, or the service may fail to startup. This problem may be more frequently observed when booting up the second node (or subsequent nodes) in a cluster.
For Oracle9i RAC on Windows, this pertains specifically to the OracleCMService9i.
For Oracle10g RAC on Windows, the following CRS related services may fail to start, or may hang:
On Oracle10g RAC on Windows, there are cases where the failure of the OracleCSService to initialize properly may also result in a bugcheck and a reboot of the machine, caused by the Oracle fencing driver - oraFencedrv.sys
This behavior is intentional, in order to avoid problems with split-brains, which will be explained below.
