More Parallel Query Processes in Resource Manager than expected (Doc ID 359038.1)

Symptoms

Oracle Resource Manager is being used, and you have set Parallelism to, say, 8 for a certain consumer group, but it's
seen that users from that group are running  with 16 parallel processes.


Is that correct? Why is this so?
