RDBPROD: OCI Executor Connections Hang when using XA Gateway (Doc ID 359229.1)

Symptoms

When attempting to connect to an Rdb database using the XA gateway, after entering username/password in SQLplus to connect, SQLplus hangs.  The OCI executor shows 1 active client, but zero active executors, and an OCI executor is attached to the Rdb database.
