Symptoms
When attempting to start the database, any of the following errors are returned:
* Notes:
- The '%s' can be either the listener name of the local server, or a tnsnames alias, or an actual address string.
- This issue often occurs following an Oracle RDBMS to 10gR2 using DBUA.
Changes
The tnsnames.ora file was moved or changed and the tns alias to which the LOCAL_LISTENER parameter points is no longer valid.
There may have been a Network change or hostname change to the address.
