Instance Fails to Start and Throws Errors ORA-00119 & ORA-00132 (Doc ID 359386.1)

Symptoms

Attempting to start the database, the following errors are returned:


SQL> startup
ORA-00119: invalid specification for system parameter LOCAL_LISTENER
ORA-00132: syntax error or unresolved network name '%s'
SQL>

The '%s' will normally be the listener name of the local server.

This issue often occurs following an Oracle RDBMS to 10gR2 using DBUA.

Changes

The tnsnames.ora file was moved or changed and the tns alias to which the LOCAL_LISTENER parameter points is no longer valid.
