Symptoms
The following errors are encountered when trying to create a database using scripts produced by DBCA.
The CREATE DATABASE command fails with :
ERROR at line 1:
ORA-01092: ORACLE instance terminated. Disconnection forced
The foreground trace file relating to the Oracle session contains output similar to the following:
ORA-01501: CREATE DATABASE failed
ORA-01990: error opening password file
'DISK$DEDICATED:[V10103.dbs]orapwXXXXX.'
ORA-27037: unable to obtain file status
DEC ALPHA VMS Error: 2: no such file or directory
Additional information: 3
A subsequent problem will be encountered during the STARTUP NOMOUNT stage:
ORA-1031 "insufficient privileges"
