On Windows Reboot, Listener Service Fails To Start But Starts Ok On Second Attempt (Doc ID 363501.1)

Symptoms

After restarting the Windows machine, Client connections fail with "ORA-12541: TNS:no listener".
When a STATUS is issued on the listener or the Windows Service is checked, the listener has not started, even though the Windows Service is set for "Automatic"

However, as soon as the failed listener has a START attempted again, either through another "Start" to the same WIndows OracleTNSListener service in the Control Panel, or by issuing a manual "lsnrctl START" at the command prompt, the listener starts without any issues.

Changes

There are no "known" changes in the environment but something is preventing a critical process from starting in enough time to allow the listener to start in the time that the OS has authorized its startup time slot.
