Database Instance Does Not Restart With the Service or After Reboot on Windows (ORA-01078)

Symptoms
After computer reboot, the database is not restarted together with the service. The same happens at service restart.
The ORA-01078 "failure in processing initialization parameters error" is recorded in the oradim.log file.
In the first scenario mentioned below (registry value for the PFILE withing single quotes), the subsequent attempt to start the database using sqlplus or Enterprise Manager succeeds.
In the second scenario (invalid parameter values), the subsequent attempt equally fails with similar errors.
