Symptoms

When trying to add a new capture process to capture a new database in downstream environment.

The capture process remains in status 'WAITING FOR DICTIONARY REDO'.
A trace file has been generated with the following:

Unsupported Reason: 14

error 1333 in STREAMS process
ORA-01333: failed to establish Logminer Dictionary
ORA-01304: subordinate process error. Check alert and trace logs
