Fast Split Partitioning Not Ocurring When It Was Expected (Doc ID 372357.1)

Symptoms

When splitting a partition where one of the two resulting partitions is empty and the non-empty resulting partition has the same storage characteristics identical to those of the partition being split, global indexes on the table are being marked as UNUSABLE. This indicates that fast split partitioning is not taking place but it is expected as there is no row movement from splitting the partition.
