The problem occurs when the listener is configured with a VIP address, the pfile setting for DB_NAME is different from the value for SID specified in the connect string, listener.ora has a static handler, and shared server is configured. Under these circumstances, when a dedicated connection request is made, the request would fail with an ORA-12519: TNS: No appropriate service handler found
The pfile setting for DB_NAME is different from the SID specified in the client's tnsnames.ora file and the listener is configured with VIP address. Also, the client will likely have the (SERVER=DEDICATED) clause in their tns connect string that demands they bypass the registered handlers for DISPATCHERS.
