Symptoms
Database and Listener started, but no services are registered. You may see entries like this in listener.log:

TNS-12505: TNS:listener does not currently know of SID given in connect descriptor
Changes
One of the following:
- Restarted the listener while the database was running, and no static entries in SID_LIST_listener.
- Created startup scripts or changed services startup sequence.
