10.2.0.2 Client fails to connect to Database, ORA-604 error (Doc ID 374790.1)

Symptoms

When attempting to use a 10.2.0.2,10.2.0.3 or 10.2.0.5 client to connect to an Oracle database server, the following error is encountered

ORA-604 Error Occurred at Recursive SQL level 1

Setting SQL_TRACE=TRUE for the database server, recreating the problem, and examining the trace file shows the following error:

ORA-1882 means  "timezone region %s not found"
