Symptoms
Applied Oracle applications patch 11.5.10.2 on an 11.5.9.2 instance.
The WF_JAVA_ERROR and WF_JAVA_DEFERRED queues are INVALID.
Attempts to start either queues via dbms_aqadm.start_queue results in the following errors
