Symptoms

After instance reconfiguration in a RAC environment the queue monitor process no longer removes PROCESSED messages.

This problem may manifest itself as either

1. The Queue Monitor processes on the owning instance not handling the queue table as identified through no references to the affected object  with 10850 and 10046 trace events enabled for the relevant processes.

and/or

2. The queue table being handled and deletes being issued against the queue table table but no messages actually being deleted.
