ORA-1031 Failed at Alter Database Start Logical Standby Apply Initial (Doc ID 378366.1)

Symptoms

Building a logical standby database, all steps are fine until start logical standby apply initial.

Alter database start logical standby apply initial;
database altered

But there is no rows in v$logstdby. In alert log:
Completed: ALTER DATABASE START LOGICAL STANDBY APPLY INITIAL

LOGSTDBY event: ORA-01031: insufficient privileges

ORA-01031: insufficient privileges
