ORA-1031 Failed at Alter Database Start Logical Standby Apply Initial

Symptoms
Building a logical standby database, all steps are fine until start logical standby apply initial.
Alter database start logical standby apply initial;
database altered
But there is no rows in v$logstdby. In alert log:
