Receiving ORA-01139 when attempting to open Logical Standby RESETLOGS on Creation

Setting up the Logical Standby database.
During attempt to OPEN RESETLOGS, receiving the following error message:
Open the Logical Standby Database
To open the new logical standby database, you must open it with the RESETLOGS option by issuing the following statement:
SQL> ALTER DATABASE OPEN RESETLOGS;
ORA-01139: RESETLOGS option only valid after an incomplete database recovery
