o Linux RAC cluster running 10g CRS

o CRS daemons across all nodes appear to be hanging while trying to start CRS resources

o killing crsd.bin processes on all nodes does not resolve the problem

o rebooting all nodes also does not resolve the  problem

o crsd in different state of startup across the nodes

o attempts to the start the nodeapps via
     srvctl start nodeapps -n <nodename1>
hangs and does not return to the shell prompt

o trying to start a database using
    srvctl start database -d <dbname>
   returns error
CRS-0233: Resource or relatives are currently involved with another operation.

o running 'ps -ef|grep crs' shows a number of  processes apparently hanging while attempting to start resources -e.g.:
     $CRS_HOME/bin/crs_start ora.<nodename1>.gsd
o CRS daemon logs on all nodes ($ORA_CRS_HOME/log/`hostname-s`/crsd/crsd.log) show such messages:
    2006-08-22 16:55:12.518: [ CRSRTI][1438853472]0...lock denied for _ORA_CRS_FAILOVER

o the command 'ps -ef' shows a number of 'sclsspawn' processes:
    root 4825 1 0 03:04 ? 00:00:00 $CRS_HOME/bin/sclsspawn oracle
    root 26434 1 0 03:09 ? 00:00:00$CRS_HOME/bin/sclsspawn root
