I/O Errors with Bequeath Connections Listener Connection works fine (Doc ID 391739.1)

Symptoms

1) When a normal user tries to connect using listener he is able to connect and access data

2)When a normal user tries to connect using bequeath connection he gets below errors

ERROR:
ORA-00604: error occurred at recursive SQL level 1
ORA-01115: IO error reading block from file 1 (block # 768)
ORA-01110: data file 1: '+<DGNAME>/oradata/<DB_NAME>/system_01.dbf'
ORA-15062: ASM disk is globally closed
ORA-15025: could not open disk '/dev/raw/raw1'
ORA-27041: unable to open file
Linux Error: 13: Permission denied
Additional information: 3

3)Oracle user is able to connect and access data using both methods.
