Dead Connection Detection (DCD) not Working for Windows Platform (Doc ID 395538.1)

Symptoms

Dead Connection Dectection (DCD) parameter SQLNET.EXPIRE_TIME  is set to a value larger that 1 minute.

Background processes for connections where the client is gone are not getting cleaned up. Valid connections are getting timed out, due to the probe packet not being sent.

Another symptom, although less likely, is that client connections via the listener may start to fail with ORA-12518 errors:

TNS:listener could not hand off client connection
