Goal

How to setup the TNS listener to show more than one time zone.

This is only possible for Unix platforms.  Windows lacks the functionally of setting a different timezone for different processes. Due to the architecture of Oracle on Windows, where threads are used instead of processes, there is no possibility of passing environment variables when spawning a thread.
