ORA-28030 After Database's OID Password Expired

-- Problem Statement:
When logging into the database with Oracle Enterprise User (EUS) account, they following error was reported:
ORA-28030: Server encountered problems accessing LDAP directory service
Initially the following error was reported Oracle Error: ORA-28043 invalid bind credentials for DB-OID connection'
However, once the DBA used DBCA to reset the database password so that it is the same in database wallet and in OID, the ORA-28030 started to be received when logging in with the EUS account:
This was working previously prior to the regenerating the database password.
