V$STREAMS_CAPTURE Reports : INITIALIZING / DICTIONARY INITIALIZATION After Archive Logs Relocated (Doc ID 406479.1)

Symptoms

The v$streams_capture state alternates between states :
INITIALIZING and DICTIONARY INITIALIZATION

There has been a d/b crash and one of the disks is damaged;
The archive logs on this disk are temporarily lost - <old_location>; 
These logs can be restored onto the system to a different location -
<new_location>.

Changing the log_archive_dest_1 parameter has no effect . All the required
archive log files are present on the filesystem, however the capture process
remains stuck .
