When attempting to load the contents of a bfile into a blob using the dbms.lob package from a sqlplus session:-

dbms_lob.getlength returns wrong file length
so dbms_lob.loadfromfile fails with ora-22993

The files are generated via a C program,on a HP OpenVMS machine and then FTP'd in Binary to the database server.

This problem is only seen on the OpenVMS platform.
