Symptoms

Database using ASM for storage fails to start with the following errors:

ORA-01078: failure in processing system parameters
ORA-01565: error in identifying file '+<DGNAME>/<DB_NAME>/spfile<DB_NAME>.ora'
ORA-17503: ksfdopn:2 Failed to open file +<DGNAME>/<DB_NAME>/spfile<DB_NAME>.ora
ORA-15055: unable to connect to ASM instance
ORA-01031: insufficient privileges
