ORA-31466 While Setting Up CDC With Japanese Characters Used For Table Or Column Names (Doc ID 414680.1)

When setting up a CDC environment, the DBMS_CDC_SUBSCRIBE.SUBSCRIBE statement is failing with the error:

"ORA-31466: no publications found" 


when using Japanese characters (SHIFT-Jis : JAPANESE_JAPAN.JA16SJIS) in table names and column names. When English characters are used, the problem does not happen.
