ORA-1878 During DST, Timestamp or Timezone Testing

After applying the DST patch or during generic Timestamp with Timezone testing the results for various tests are not returning as expected.

Issuing a query with Timezone data or TZ based functions results in: 


SQL>select to_timestamp_tz('20070311 02:00:00 America/Los_Angeles','YYYYMMDD HH24:MI:SS TZR') from dual;

select to_timestamp_tz('20070311 02:00:00 America/Los_Angeles','YYYYMMDD HH24:MI:SS TZR') from dual
ERROR at line 1: ORA-01878: specified field not found in datetime or interval
