Upgrade From 9i To 10g Caused Ora-0600 [Qctcte1], [0] (Doc ID 417645.1)

Symptoms

Query with "CONNECT BY" and "OUTER JOIN" failed with 

ORA-00600: internal error code, arguments: [qctcte1], [0], [], [], [], [], []

For example : 


SELECT TRA.MGR_ID AS "Sheet", .........
FROM ( SELECT T.PROJ_ID, T.TASK_ID, RSC.RSRC_ID, ...
CONNECT BY PRIOR RCV.PARENT_RSRC_CATG_ID = RCV.RSRC_CATG_ID ) ) START WITH

R.RSRC_ID = :"SYS_B_06" CONNECT BY PRIOR R.RSRC_ID ....

PROJ_ID(+) AND TRA.TASK_ID = ACT.TASK_ID(+) AND TRA.RSRC_ID = ACT.RSRC_ID(+) ...
_SPLIT, TRA.PROJECT_ID, TRA.WBS_TREE, TRA.TASK_CODE

Upgraded to 10.2.0.3.0 still error out and tried setting: _OPTIMIZER_COST_BASED_TRANSFORMATION=OFF still same error.
