SQLPLUS connection to database hangs when Vintela software is installed (Doc ID 419285.1)

Attempts to connect locally to the database using SQLPLUS hang. SQLPLUS launches successfully (i.e. sqlplus /nolog), however attempting to connect to the database from within SQLPLUS hangs.

A system call trace of the SQLPLUS client process (e.g. using strace, truss) denotes the following output:
mmap2(NULL, 4096, PROT_READ|PROT_WRITE, MAP_PRIVATE|MAP_ANONYMOUS, -1, 0) = 0x41695000
read(10, "#\n# hosts This file desc"..., 4096) = 756
read(10, "", 4096) = 0
