Goal

For Oracle APPS 11i customer, it is favoured to store sqlnet configuration files (eg: listener.ora, tnsnames.ora and sqlnet.ora) under $ORACLE_HOME/network/$DBNAME instead of default location $ORACLE_HOME/network/admin.

General client connection or lsnrctl will take TNS_ADMIN OS environment setting, but not srvctl. 
How to setup in OCR, so that srvctl will use non-default TNS_ADMIN to start/stop listener or instance?
