ORA-27478 / ORA-27366 Errors With Scheduler Job In Invalid State (Doc ID 422134.1)

Symptoms

  - A job is hanging in RUNNING status.
  - Other scheduler jobs are running normally
  - When attempt to stop the job you get:

begin 
dbms_scheduler.stop_job( 'ABC_USER.CHECK_XYZ' , TRUE); 
end; 
/ 
ERROR at line 1: 
ORA-27366: job "ABC_USER.CHECK_XYZ" is not running 
ORA-06512: at "SYS.DBMS_ISCHED", line 162 
ORA-06512: at "SYS.DBMS_SCHEDULER", line 398 
ORA-06512: at line 2 

If I attempt to start the job I get: 
BEGIN dbms_scheduler.run_job('ABC_USER.CHECK_XYZ',FALSE); END; 

* 

ERROR at line 1: 
ORA-27478: job "ABC_USER.CHECK_XYZ" is running 
ORA-06512: at "SYS.DBMS_ISCHED", line 148 
ORA-06512: at "SYS.DBMS_SCHEDULER", line 374 
ORA-06512: at line 1
