Why aren't file handles closed in all processes when Oracle stops using a file?

Stopping use can be due to several reasons:

    * Dropping a tablespace
    * In ASM ... an ALTER DISKGROUP ... DROP DISK
    * In ASM ... a DROP DISKGROUP
