Data Vault : CONNECT SYS AS SYSDBA Fails with ORA-1031 Though Passwordfile Exists (Doc ID 429818.1)

Though SYSDBA is enabled via the password file and REMOTE_LOGIN_PASSWORDFILE initialization parameter's value is EXCLUSIVE, it still does not allow to connect to the database using the following syntax:

$ sqlplus /nolog
SQL> connect sys/xxx@ORCL as SYSDBA
ORA-01031:Insufficient Privileges error message

But connection as SYSOPER is possible :

$ sqlplus /nolog
SQL> connect sys/xxx@ORCL as SYSOPER
