CRSCTL STOP CRS issues Shutdown Abort in both ASM and database instances (Doc ID 429855.1)

Symptoms

When issuing "crsctl stop crs" it is observed that both the ASM and RDBMS instances are being shutdown in "abort" mode regardless of the profile setting USR_ORA_STOP_MODE=immediate.

$ crs_stat -p ora.node1.ASM1.asm | grep USR_ORA_STOP_MODE
USR_ORA_STOP_MODE=immediate
$ crs_stat -p ora.rac.rac1.inst | grep USR_ORA_STOP_MODE
USR_ORA_STOP_MODE=immediate
