ORA-12154 With Local (BEQUEATH) SQL*Plus Connection

This problem can occur on any platform.
When attempting to connect locally to the Oracle database (via the BEQ protocol), not using a connect string / TNS "alias," a TNS error is thrown even though TNS is never referenced.
The error may be similar to the following screen shot:
C:\Documents and Settings\oracle_test>sqlplus
SQL*Plus: Release 126.96.36.199.0 - Production on Mon May 7 14:54:09 2007

Enter user-name: sys
ORA-12154: TNS:could not resolve service name
The only change is that the password(s) for database access were changed.
