Some Views That Belong To SYS Are Missing/ Not Created

Symptoms
A system-level import done of a database into a new database / or after manual database creation sometimes causes object count for SYS is not the same for the new database.
eg new database does not have the following objects :-
DBA_BLOCKERS
DBA_DDL_LOCKS
DBA_DML_LOCKS
DBA_KEEPSIZES
If any of these objects are required during the normal work of the database and has not been found, an ORA-04043 is usually seen when they are called.
