TNS Listener Crashes Immediately After Start on Windows

This issue is limited to the Microsoft Windows platform.


Attempting to start the listener and it fails immediately.


In 11gR2, this problem might yield the following at the command line:



This is either a new installation or a recent Windows update has occurred. It is possible that the Microsoft IIS server has recently been started or attempted to run on this server.
