After Applying Oracle Database Patch Error ORA-6502 "Associative Array Shape Is Not Consistent" occur

After applying Oracle Database Patchset version 10.2.0.3 the following intermittent error is occurring with a stored procedure:
ORA-06502: PL/SQL: numeric or value error: associative array shape is not consistent with session parameters.
The stored procedure worked correctly before applying the Oracle Database patch.
This problem is sporadic and typically occurs at peak operating times. Usually the issue does not appear on test machines where only minimal loads exist.
This issue as been reported with:
* Running various Oracle Application WorkFlow processes
* High XML transactions
* Running PL/SQL procedures/functions.
There can be two variants of the ORA-06502 error:
- numeric or value error: associative array shape is not consistent with session parameters (PLS-01910)
- numeric or value error: character to number conversion error (PLS-01900)
Applied Oracle Database Patchset version 10.2.0.3.0 to the Oracle Database.
