Symptoms

Looking at the file $ORACLE_HOME/mobile/server/Conslog/err.log

you can find a lot of messages:

clog: DBClassLoader.findClass: MANDATORY: ALL: Failed to load class from DB oracle.lite.sync.MgpJob:
Exception: java.lang.ClassNotFoundException: oracle.lite.sync.MgpJob is not in the DB table C$ALL_CLASS_BYTECODES
