Symptoms
After stopping the TNS Listener it suddenly fails to restart.
Error reported when manually trying to start the TNS Listener from the MSDOS/Command window:
lsnrctl start>
...
Failed to start service. Error 0.
<< Process hangs at this point for several minutes.>>
Then returns:
TNS-12560 TNS: Protocol Adapter error
Other symptoms:
No updates are seen to the listener.log, nor is a listener.trc file generated after enabling TNS Listener tracing.
Listener fails to start with only IPC protocol address or if creating a new TNS Listener on a unique TCP port.
